It's a very ambitious idea, but it's also more than a little confusing at first look.  I can't even tell if it's like those old-school Chinese food menus - "pick one from column A, pick two from column B, etc."

From the looks of it, it seems like every brick has a group from tiers 1 & 2, and a single deck from tier 3.
The "raffle" makes me think that they're randomly selected.

Yes every brick has a group from each tier.
The deck in each tier are randomly selected by you.
This will ensure you get a "rare" deck "uncommon" decks and common decks
Perhaps Raffle is not perfect wording but it got an idea across.

FYI, bought two lots from UtterFool under the same premise over on UC.  Worked out to be an incredible value.  Legit deal.
