How can you not get it?  Spend $60, get a free IAOCP deck.  What's so hard about that?

In theory, if you spent $60 and wanted a lower-tier deck, you could probably get it.  But it seems silly to turn down something that's more valuable.  You're not getting all the decks, just one of them, and don't forget it's only for the FIRST person who claims a prize at each tier - this is not like Ellusionist, who gives them to everyone who spends above a certain amount and lets you claim from all the lower tiers.

Did you happen to notice that everything below the top two prizes are also available for sale?  You could buy some of those and get one of the top two for free, if you spend enough, thus giving you all but one of the prizes.  But don't dawdle...
