It always bothered me, seeing a cartoon-style art deck with "superhero" characters that NO ONE has heard of, which were invented solely for the deck. How can I be invested in the characters in anyway if I have no idea who they are, their history, etc.
It would almost be better to create a comic book line and use the cards as incentives - pack one card into each comic in a scheduled, predictable way, so collectors would pick up all the issues containing the cards and make a complete deck. Assuming you were reading the comics, you'd be far more likely to care about the characters and more motivated to collect the series and get the deck. One comic a week over the course of a year for the basic 52, and perhaps a mail-order offer for the box and extra cards. I think Image Comics did this once.
The thing of it is, though, that it would be nearly impossible to do this unless you were getting published by a mid-sized or large company and had their resources behind it.
