Yikes! I mean a good tripod will run you $40-$50 and a close up mat can be from $10-$30.  Table... $10-$50.  Doesn't leave much for the camera.  Even the crappy entry level flip-vids are going to be about $150 and they suck in low-light conditions.  You'll also need lighting of some kind by the way (your bedroom light probably won't cut it... the Aussie sun might, though).

I dunno, look around Amazon and see if you can find something that does 720p, doesn't have terrible reviews and is second hand.

Do you want a video camera or a camera that also takes video?

Here's an excellent place to start. http://www.dpreview.com/products/search/cameras

You'll be looking at "Fixed lens cameras" and toggle on the advanced filters to narrow down to HD video and other features. Then look through the results and check prices. That site has very thorough reviews, then you can compare on Amazon.

No I'm looking for a Camera that only does Video, I got an Awesome Still shot camera for Christmas, and Knaped, I meant $200- $250 for the Camera.

My dad could find a cheap table or make one, and i can find good tripods for a good price around where i live, the mat, I don't know yet, trying to get a hold of MrLukeCarrol to see if the magic store close to him would have a good mat.

EDIT: and I'm looking for a Camera which has a Flip out screen so i can see myself while filming

For $200-$250 you probably aren't going to be able to get much. I love Canon but I looked on their site and there aren't any for that cheap

I use a Toshiba Camillo.  Honestly, they're really not great but they have the flip-out screen, are cheap and will probably do the job until you get something better.

Personally I have a Samsung full hd camcorder. The quality is unbelievable! I spent about $300 at my local Best Buy. Don't worry so much on the camera though, focus more on your camera setup such as angels, lighting etc etc. Even a point and shoot camera that can record video will do you fine for what you want. I purchased a high end model because I do more video editing and effects such as motion tracking, short films, animation etc etc. So more me I need a full hd with a quality lens. Don't think you need a high end model to get high end results. Its all about what you do with a camera thats important.
