It's a clear TOS violation.  These cards are ALREADY PRINTED - those aren't computer renderings, they're actual photographs!  It's not even a new deck - the cards in the photo have signs of wear and usage!

I have no idea who uses "press sheets" like these, but it sure as hell isn't USPC, EPCC, LPCC, etc. - I don't think even Cartamundi or most of the low-budget import printers in China do it this way.

I definitely agree with you here Don. I don't know if they have the rights to use Sherman Foote Denton's illustrations

The art was taken from government-issued reports dated between 1895 and 1907.

Much of anything that's government-issued is public domain.  For example, NASA and all its logos are freely copyable.

Add to that the fact that anything created prior to 1923 in the US is no longer under copyright, having entered the public domain (as well as a limited selection of younger, once-copyrighted creations).

But it's still a TOS violation.  They don't need to raise funds to make these - they're already made.
