I got a glimpse of a few face card images. Honestly, they're so stylized, they could be images of almost anyone. I'm guessing they're simply stereotypical characters of the period. Jay Fletcher's website doesn't even mention the deck, despite the fact that he designed it, and Theory11 barely shows it off on their own website, sticking mostly to images of the box (which is typical of their marketing - card designs are usually OK but they make some excellent tuck boxes)! The absence from Flethcer's site is really odd, considering that he wrote two articles there on the Rarebit deck, another design he made for T11.
His website does have a "contact me" link - perhaps you could ask him directly?
