Does Bill Kalush know yet?  I recall he wasn't fond of USPC "appropriating" his Skull & Bones deck design in the first place, making a poor-man's version of his Bicycle Professional deck.  At least it looks better than the orange and green ones that recently came out from CPC.

I picked mine up from a distributor in Beijing...there are a few shops in China that carry them, so I assume that it is already released

That doesn't even have the skull/crossbones back design... it's just a black and white rider back.

I know the guy who made the deck - he has a great deal of admiration for the Rider Back design.  Remember the Love Vow Protect deck set earlier this year?  Same thing - Rider Back.
