It's a simple version of a more complicated trick. The more complicated version has actual deck shuffles in it.
Long story short, it involves prearrangement of the deck into a specific order. I'm also thinking that perhaps the "porter card" is marked, allowing him to find it without much trouble.
Notice that when he's counting the cards off the deck, going from street to street, house to house, he appears to maintain the deck's original order before the cut was made, in essence reversing the cut when he slips those cards he removed to the bottom of the deck. It even allows for a certain form of error-checking, as most of those cards get flipped face up while he's performing the trick.
I can't recall who the magician was, but someone did a similar trick on the Ellen Show a couple of years ago. We have a topic about it here somewhere.
