1. Funded decks should be eligible by date funded. Empire Bloodlines was funded 2014, they should be eligible. They feel like a 2014 deck to me. I paid for them in 2014 and probably will be copyright licensed 2014.
2. Non-funded decks are eligible by release date.

I'm sorry, but that's applying two different standards where there should only be one. Based on your suggestion, the Founders deck, Bicycle Army Men deck and Bicycle Asylum deck would be eligible for the years in which their campaigns ended - despite the fact that no decks were ever delivered or even made.
Empire Bloodlines might "feel" like a 2014 deck to you, but unless you can "feel" it in your little fingers, it's not even a deck yet! I have no doubt it will be delivered - but if that doesn't occur until 2015, then no, it's not a 2014 deck.
If a Hollywood movie is shot, edited and completed in 2014 but doesn't hit theaters until 2015, it's eligible for a 2015 Academy Award, not 2014. Why? There's a chance that the movie's release date will be changed or even canceled. Roger Corman shot an entire film that got shelved and never saw the dark of a movie theater - he used to hold the license for Marvel's "Fantastic Four" franchise. So he might have made a movie that the studio decided was unreleasable, but if it was reconsidered and released in theaters today, it would be eligible for a 2014 Academy Award, despite it pre-dating the released version by several years.

Speaking of nominations, a person can make a single nomination for each category. We're not picking the best two, best three, etc. - we're picking the best, period. So just as you can't vote in a US-government election twice, you can't nominate more than one deck. Nominate only the BEST deck, as you see it.
Remember that nominations have to be SECONDED - someone else has to come and say "I second that nomination" so we don't have orphan decks up there that only one person actually likes. The only requirement for seconding is that the person seconding can't be the person who made the nomination - and you can second more than one deck.

By deck accessory, does it mean anything that is deck related or can hold a deck? Would a leather pouch or a customized box count?

It shouldn't be complicated or unpleasant. Just pick one you like and nominate it. You don't have to figure out what is a first or a second nomination. Just nominate a single entry for each topic.

Being nominated is as important to the process as being voted the winner. Take the category of back design for example. I think Tycoons is worthy of being nominated. Problem is no one had nominated Gatorbacks and I can only pick one. Will someone nominate or second either? Both could very well not be nominated at all, because of those who are turned off by the process.
Second... There are a few decks that I did not buy. Those decks had parts that were very good and parts that made me not buy them. However, in the funded decks area, I have no clue if some of those decks were ever shipped. I'd still consider nominating some, but can't. Only those that bought them or remember reading about them being delivered would know.
I think if your going to do this the right way, you need to make it easier. Create a list of eligible decks that can be nominated. Allow people to pick more then one, maybe two selections per category. Even with allowing two selections, that odd ball nomination falls off. We need to cover the deserving decks, despite those who don't participate. I don't see that about to happen here. We have time... but I just don't see the regulars getting "ALL" the deserving nominations in. Some will be forgotten, some will get left off simply because we assumed it was in already. It's a very unstable and frustrating processes to me.
I think the Best Uncut doesn't really deserve its own reward -- there's nothing that really distinguishes a deck of cards when it is uncut.
I think that a cool additional reward would be for best ad cards. That would allow a great competition between Jackson for Independence and Uusi for Pagan or Hotcakes.

At the risk of sounding ever the pessimist, which I am not, I would like to see the other side of the coin. Think of it as the "Razzies" for playing cards. Worst kickstarter campaign etc. etc. (Maybe something like "least favorite" instead of "worst" to be more PC) Just a thought.

We used to do something like that, but in more recent years we've had a whole lot of designers showing up on the boards and playing an active role. How pleased and comfortable would you feel if your design that you poured out your heart to make won a "Worst of" or "Least Favorite" award category? It's a bit mean-spirited, so in the interests of making everyone feel at home and welcome here, we dropped any negative rewards we may have once had and decided to not employ them going forward.
There is also the fact that these days, it would be like shooting ducks in a barrel - that's cruelty to animals! (Just kidding!)
To find the best, one might use a fine brush and a magnifier; to find the worst, one only needs the naked eye and a push-broom.
Keep it positive, having the worst seems unprofessional IMO. We already run people through the ringer anyways no reason to publicly give them an award for it.

Boardwalk Papers brick box was nominated and seconded. No poll = no vote, I don't see how Hotcakes can win with it's competition not being up for vote.
