Playing Card Plethora / Best decks of cards under $15

Hi guys!
I'm trying to limit the amount I spend on playing cards for the sake of my bank account and I've decided to buy 1-2 decks a month instead of the 15 a month I was buying last year.
I'm spending (at most) £10.00 on each deck which equates to about $16.
Sowhich decks do you recommend what are your favourite decks on that budget ($16 per deck)?

Does anyone know some good books to use to begin learning & using mentalism?
I really want to learn some of the basic tricks, as well as the principles so that I can customize them. (The tricks, I mean)

Hi there! 
My name's Tomas & I'm from East Sussex, England.
I've quite recently started collecting cards & I've learnt a bit of card magic, mostly through Youtube stuff.
I got interested in cards after I was searching Google for "What is the best set of cards for magicians?" and found a link to the Black Ghost deck. I then discovered that there are (shock horror) more designs of playing cards than the ones I got for £0.99 from my local shop.
I found out about the forum through http://www.youtube.com/user/deckmastercards/.
