=54 cards (52 or 53 if so desired)=

The goal of the card game is to reach 21 or more points
Note: The amount of points needed to win can be reduced with King(s) (explained later)

The dealer deals himself 6 cards while their opponent receives 5. From there on out the loser receives 5 cards and goes first.

You are able to do one of the following actions per turn:
✷Draw a card (no hand size limit)
✷Play a point card (A-10, Black Joker)
Aces are worth 1, Black Joker is the only card worth 11. The rest are worth their face value. Royal cards (J, Q, K) have no point value.
✷Scuttle a card
Scuttling is to play a card of a higher value than a single point card that is on the table which when done scraps both cards
A higher value includes a higher point rank -OR- the same rank but of higher suit
The hierarchy goes Clubs ♣ < Diamonds ♦ < Hearts ♥ < Spades ♠.
An easy way to memorize this is that it's alphabetical.
FYI: 10's can be used to block a scuttle from happening (w/o costing a turn)
✷Play an instant effect
What is an instant effect?
An instant effect is a card that is used once and is then discarded to the scrap pile
FYI: 2's can be used to block instant effects from occurring (w/o costing a turn)
✷Play a 丂UPER instant effect
To play a 丂UPER instant effect two cards of the same value of certain cards (A, 3, 4, 6, 7, 9) are used together for a more powerful effect
✷Play a permanent effect
What is a permanent effect?
A permanent effect is a card that stays on the table until it is removed (8, J, Q, K)

Card Effects (not to mention point playing option):

A) Clear *all* point cards on the table
   -OR-
  丂UPER: Clear *opponent's* point cards (only)
2) Scrap one permanent effect card
   -OR-
   Stops an instant effect (does not cost a turn)
   >Note: You can counter a 2 with a 2 and so on (Queen exception)
   >Note: You can counter >SUPER< instant effects as well as the Red Joker
3) Privately rummage through the scrap pile, choose 1 to add to hand
   -OR-
   丂UPER: Privately rummage through the scrap card then *IMMEDIATELY* play the card chosen
4) Opponent scraps 2 cards (of their choice)
   -OR-
   Blindly (by having them fan out their cards) Pick 1 card out of opponent's hand to scrap
   (assuming a revealing 8 is not in play)
   --OR--
   丂UPER: Reduce the amount of cards a player is holding to 4 by their choice
5) Player privately looks at the top 3 cards, chooses 2 then returns the other to the top of the draw pile
   -OR-
   Draw 1 card from the bottom of the deck then swap the top card of the draw and scrap pile
6) Clear *all* permanent effect cards on the table
   -OR-
   丂UPER: Clear *opponent's* permanent effect cards (only)
7) Flip over the top two cards (revealing them to both players), you then _MUST_
   choose 1 to play instantly, any way you like, then return the other to the top of the draw pile
   -OR-
   丂UPER: Flip over the top two cards and play BOTH immediately! (Order doesn't matter)
8) Return any card to the top of the draw pile
   -OR-
   Reveals opponent's hand until the 8 is somehow removed from the table
   >Note: Turn the 8 to the side as to resemble a pair of glasses in order to distinguish from acting as points
   >Note: 2's cannot stop an eight from being played but if used to remove as a turn then
          >5< seconds (or an agreed to amount) must be allowed to give the user a chance to study the cards shown
9) Swaps the effect of your opponent's card being played to a point or vice versa (does not cost a turn)
   -OR-
   丂UPER: Swap player's permanent effects (or lack there of) on the table
10) Reveal opponent's hand for >3< seconds then choose one card to steal
    -OR-
    Stops a scuttle (does not cost a turn)
J) Transfer control of a point card (you can Jack a Jacked card back and so on)
   >Note: You're able to jack a card with multiple Jacks being played together if their amount is one greater than the opposing Queens
Q) Protects against single target effects: 2's, 8's, and J's (NOT A's, 6's, 9's)
   >Note: You may play multiple queens at the same time if 2-4 are in your hand
          Multiple queens can protect each other but they are still vulnerable to 6's
   >Special Note: With a queen in play, the owner's 2's can not be 2'd >back<!!!
K) Reduce the amount of points needed to win by 7
   >Note: 3 Kings on your side of the table = win
Red Joker) Swap hands (instant effect that can be blocked)
Black Joker) 11 points (able to scuttle any card)
^ Sometimes considered an overpowered card because of its constant threat to win in 2 turns; can be removed
>丂UPER Sudden Death<
 When both Jokers are played together it makes it so there
 is only two turns remaining. The person who played them
 is unable to make any actions for two turns while the opponent
 gets to have two, uninterrupted, turns in a row for a chance to win

Open to suggestions. Currently I believe the recently changed 9 is too strong (might make it 2's immune and switching Aces to 4s).

Sounds like an interesting if complex game.

I moved the topic to the Conversation Parlor.  We save the Playing Card Plethora for topics about decks themselves, no so much for games played with cards.  If we had more game posts, I'd make a new board for them.
