It actually does make sense. They are the Democrats and Republican symbols.

I like the additional $1.50 handling for each item... you're putting a deck of cards into an envelope that already contains a deck of cards.  In what way is that worth $1.50?

What happened to the eagle for the independence party. Talk about political equality. But in reality (see what I did there), you have got to be kidding me.

Each deck weighs more total, requires more bubble wrap, more postage, etc.  That's not really out of the ballpark pricing for shipping extra decks.

What?  Independence Party?  Do you live in the US?  Follow US politics?  I'm guessing no.

The eagle is the national bird, used in a lot of national imagery.  There's no "Independence Party".  You probably got your history lesson from the 3-deck set of Bicycle 2008 Presidential Election cards.  USPC used the eagle as a generic figure in this case - "Independent" isn't actually a party, but is the term used for someone running either without a party or with a party so small as to be barely recognized.  We have only two major parties on the national level, Democrats (mascot: donkey, to show their determination/stubbornness) and Republicans (mascot: elephant, to show how they never forget).
