I would like to find out the full story on these prototypes one day.  I got 2 sets of these off of ebay (traded one set last year).  It was really weird. The seller I bought them from sold things like baby clothes, disney stuff, etc. not playing cards.  She listed the set in some weird category with a weird title and I just got lucky and stumbled onto them.  She said she couldn't remember how she came across them to sell. Weird!

I think the general idea is that this was the original design for the decks. And the svengali deck came with two decks, one normal, and one all the same card, but slightly shorter. This allowed you to assemble your own svengali deck, and have two decks of it, both with the same force card. Seems kind of pointless though, which I'm guessing is why they only included one ready made svengali deck in the final edition.
Also, out of curiosity, how much did you pay for both of these sets?

yeah I've researched the decks. My question was how the decks ended up in this woman's hands. Basically who did they send the prototypes out to?  I payed less than $50.00 a set if I remember correctly.

What's the mini deck in the far bottom right with the green spade on the front?

It's a deck I came across on ebay

Less than $50 per set is amazing!

Wow. Very impressive! :P Do you have any idea of a name for it, other than 'mini'? And do you know what the cards inside look like? I'm not sure if that's sealed or not.

I don't have a name for it... and the deck is sealed.

Ooo, i really like those, although the color is a bit too bright, it doesn't matter much, I just don't like mini decks though, it's just something about it.
