It's a nice start.  The closest I've ever seen to a good Harlequin/joker theme in a deck is the USPC Bicycle Joker deck, which was a straight-up, dead-simple design that placed various jokers from their assorted brands on the faces of all the cards instead of just the jokers.  If you considered doing a Harlequin-themed deck and you had the right art for it, it could be a concept whose time has come.  The art you have here looks like a good start to me.

I love the Bicycle 808 joker deck and this idea you have sounds cool, the artwork you showed looks really nice. I hope you do make this deck.

I have a question if anyone can answer. I am going to be paying someone to sketch my ideas out. What I want to know is if I a man wasting money doing this  ? Should I just get a graphic desighner to do the whole thing. Need help !!!  :-\

A designer can help you get the deck made - but it will cost you.  They don't work for free.  They won't wait for a successful Kickstarter, either - they tend to want to get paid when the work is done.  If you can come up with the up-front cash and think your idea is solid and your artist is good, then sure, go for it - recognizing, of course, that there's some inherent risk involved.  Just don't spend your rent money on it!
